Who this actually applies to

The requirement to meet WCAG 2.0 Level AA accessibility standards applies to Ontario organizations with 20 or more employees (private sector and non-profits), plus all public sector organizations regardless of size. Smaller businesses under that threshold aren't currently bound by the same formal requirement, but accessibility is still worth building in — it's good practice, and thresholds have moved before.

What non-compliance actually risks

For organizations the law does apply to, penalties are real — up to $100,000 per day for corporations that fail to comply, enforced through Ontario's accessibility compliance reporting process.
